File-system split strategy used by Apply4: without changing files themselves, prepend a region-denoting parent folder to each file's path based on the owning record's associations. Old code paths look for the new path first and fall back to the legacy path while migration is in progress. Large batch copies and the final move were executed with AWS DataSync.
